I'd prefer to use all natural shade cloth such as canvas drop clothes, but this is an example of the standard synthetic row cover material in action. With a supply of metal arcs made of pipes that are bent to shape with a purpose built device, you can extend row cover fabric over meandering terraces such as this. In climates with baking sun, row covers work great to extend the growing season by both blocking frost, and by giving extra shade to seedlings as they get established. I've had the experience of growing entire gardens through the seasons from start to finished with these row covers in place. At harvest time, the covers are lifted and miniature green house of lush production is unveiled.
